If you're new to the Oman market, ITC — Integrated Tourism Complex — is one of the first terms you'll run into, and understanding it properly will save you time when you start shortlisting areas.
Within designated Integrated Tourism Complexes, non-Omani nationals can own property outright, including the land it sits on, with full title registered through the Ministry of Housing and Urban Planning (MHUP). Outside these zones, foreign ownership is generally restricted or unavailable.
The list of approved ITCs has grown steadily since Royal Decree 12/2006 — from dense waterfront living in Al Mouj Muscat and Muscat Bay, to low-rise villa communities like Jebel Sifah and Muscat Hills, to newer masterplans like Yiti. Because the list of approved complexes is set centrally, always confirm a specific plot's ITC status with MHUP or a licensed broker.
ITC status is what makes Oman's international appeal possible, but it's a starting point for due diligence, not a substitute for it.
